Occupancy is primarily intended for person(s) of the above categories
whose annual income does not exceed the limit that is established by the
U.S. Department of Housing and Urban Development (HUD). These figures
are subject to periodic adjustment and are available at the office of
Clark Fork Riverside.
Ø
Applicant does not meet the aforementioned
initial screening criteria.
Ø
Applicant is not 62 years of age or older.
Ø
Incomplete application.
Ø
Application not signed.
Ø
Applicant does not sign and submit
verification consent forms or the Authorization for
Release of Information (forms HUD-9887 and HUD-9887-A).
Ø
Poor credit history which could impede
applicant’s(s) ability to pay rent on time.
Ø
Inability to pay rent on time and a
history documented of it.
Ø
Information from previous landlords which
includes: Failure to cooperate with recertification
procedures; violations of house rules; violations of
lease; poor housekeeping practices; previous evictions;
and/or termination of assistance for fraud.
Ø
An applicant’s ability and willingness to
comply with the terms of the HUD lease.
Ø
Past history of not caring for previous
rental unit, keeping it clean, safe and sanitary, and
not reporting maintenance needs in a timely fashion.
Ø
Reported acts of vandalism to grounds,
common areas or unit from previously rented unit.
Ø
Applicants whose previous rental history
indicates they have negligently damaged property or
disrupted the tranquility of other residents.
Ø
Submission of false information on the
application or failure to cooperate in the verification
process.
Ø
Applicant has pet that does not conform to
management or HUD rules and regulations. (Assistive
animals are not considered pets. CFR has a policy
covering assistive animals.)
Ø
CFR is not the applicant’s only residence.
Ø
Applicant is not capable of fulfilling the
lease agreement with or without assistance.
Ø
No applicant will be accepted if they have
been evicted from federally assisted housing within 3
years of their application, unless that person has
completed an approved supervised drug rehabilitation
program or the circumstances for the eviction no longer
exists (the person engaging in the illegal drug activity
is dead or imprisoned).
Ø
No applicant will be accepted if they have
been convicted of drug-related criminal activity for
manufacture or production of methamphetamines.
Ø
Any one conviction of a felony.
Ø
Involvement in criminal activity on the
part of any applicant’s household member involving
crimes of physical violence to persons or property and
other criminal acts including drug related criminal
activity which would adversely affect the health,
safety, or welfare of other tenants or employees
(required 24 CFR 960.205(b) (3) and the Anti Drug Act of
1988.
Ø
Applicants who have a history of criminal
activity, violent behavior, confirmed drug or alcohol
abuse.
Ø
No applicant who is currently engaging in
illegal drug use, or has engaged in such use during the
past 12 months will be accepted; unless that person
provides a certification that he or she is no longer
partaking in these activities and provides verifiable
reference to this effect.
Ø
No applicant who is subject to a lifetime
registration requirement under a State sex offender
registration program may be accepted.
Ø
Applicants whose patterns of drug or
alcohol abuse, or criminal history, provide a reasonable
evidence that they may interfere with the health,
safety, or right to peaceful enjoyment of the premises
by other residents.
Any applicant who is rejected for
admission to Clark Fork Riverside will receive a letter
stating reasons for rejection of their application and
will note the applicant’s right to respond to Clark Fork
Riverside in writing or request a meeting within 14 days
of date of letter from Clark Fork Riverside to dispute
the rejection. The meeting with the applicant will be
held with the applicant and Management Agent. Within 5
business days, the management agent will advise the
applicant in writing of the final decision on
eligibility.

Any applicant who is denied will be sent a letter, explaining the exact
reasons why he or she was rejected and advising of their rights for
reconsideration and appeal, as required by HUD.
